Sefton Council have commenced a new Local Plan that will replace the current Local Plan (April 2017). It is anticipated that it will cover the period 2029-2044.
Stage 1 – Local Plan Scoping Report

The first opportunity to comment is available between Monday 20th July to Friday 18th September 2026. This is a chance to comment on what topics the Local Plan should cover and provide initial ideas of the vision for Sefton and how you would like to be consulted throughout the Local Plan process.
To assist, we have published a Local Plan Scoping Report which identifies the range of topics and issues we are expected to address in the Local Plan. We are seeking views on this report.

Copies of these documents are available at each of Sefton's libraries.
We have also published a two page leaflet that went to every home and a short video setting out the key points of the Local Plan.

How to comment
Comments should be received no later than midnight on Friday 18th September 2026.
Comments can be made through the Council’s online Consultation and Engagement Hub – Your Sefton Your Say [from Monday 20th July 2026]

Call for Sites
To support the Local Plan, we are asking people to submit sites for consideration for new development. Please note that submitting a site does not mean that the Council will consider it suitable.
Sites should be submitted no later than midnight on 18th September 2026.

We only need your name (or organisation) if you wish to make comments on the scope of the Local Plan. This is so we know they are genuinely made. However, if you wish to be kept informed throughout the Local Plan process, please include your contact details. We will publish your name (or organisation) against any comments you make but will not publish any contact details (email or home address).
For the call for sites submission, we will need contact details so that we can request further information if needed, but we will not publish this.
Information that we collect will be retained no longer than 6 years. More information can be found at How we use your personal information in Planning.
