What is a Community Trigger?
The threshold for the Community Trigger in Sefton is:
- If you (as an individual) have complained to Sefton Council, Merseyside Police and/or a Registered Housing Provider (social landlord) 3 times or more about separate incidents in the last 6 months
- If 5 individuals in the local community have complained separately to Sefton Council, Merseyside Police and/or a Registered Housing Provider (social landlord) in the last 6 months about similar incidents of anti-social behaviour.
- If you (as an individual) have complained to Sefton Council, Merseyside Police and/or a Registered Housing Provider (social landlord) once about an incident or crime motivated by hate (hate incident/crime) in the last 6 months.
The trigger is an opportunity to review the investigation of your case and ensure that agencies have provided an appropriate response to the anti-social behaviour problem.
The trigger is NOT a complaints process. If you are unhappy with a service you have received please consider making a complaint by contacting the organisation to whom you made the initial contact.

Public Spaces Protection Order
PSPO’s are designed to stop individuals or groups committing anti-social behaviour in a public space. They are intended to deal with a particular nuisance or problem in a particular area that is detrimental to the local communities qualify of life, by imposing conditions on the use of that area. These can be blanket restrictions or requirements or can be targeted against certain behaviours by certain groups at certain times. In Sefton’s case we are targeting organised crime groups.
A PSPO can be made by the council if they are satisfied on reasonable grounds that the activities carried out or likely to be carried out, in a public space:
- have had, or are likely to have, a detrimental effect on the quality of life of those in the locality;
- is, or is likely to be, persistent or continuing in nature;
- is, or is likely to be, unreasonable; and
- justifies the restrictions imposed.
