The Home Energy Conservation Act (HECA)
The Home Energy Conservation Act (HECA) 1995 requires English local authorities to produce a report that identifies energy conservation measures. Measures that the authority considers practicable, cost- effective and likely to result in significant improvement in the energy efficiency of domestic dwellings in the area.
From March 2013 it has been a statutory requirement that all local authorities publish a report every two years (up to and including 31 March 2027). Detailing how they plan to improve domestic energy efficiency and reduce fuel poverty in their area.
In Sefton carbon dioxide emissions from housing contribute nearly half of all such emissions. Households can improve the energy efficiency, reduce their energy costs and reduce carbon emissions through insulation, heating improvements and other energy saving measures.
Improving the energy efficiency of homes is essential to achieving carbon saving targets and contributing towards climate change reduction. These types of improvements future-proof our housing against rising fuel costs, reducing the risk of fuel poverty, helping households to achieve affordable warmth and reducing the negative health effects from living in cold homes.
