Sefton welcomes Renters’ Rights Act

Sefton Council is delivering significant changes that will improve standards and security for private renters across the borough.
New national legislation, which came into force on 1 May 2026, introduces a range of stronger protections for tenants, including the end of ‘no fault’ evictions, tighter controls on rent increases and a ban on rental bidding wars.
The new law also means landlords can no longer refuse tenants simply because they have children or receive benefits and tenants now have the right to request a pet, which cannot be unreasonably refused.
Sefton Council has welcomed the introduction of these new protections, recognising the positive difference they will make for residents and agreed a number of policy changes at June’s Cabinet meeting to ensure the authority was compliant with the new laws.
Councillor Phil Hart, Cabinet Member for Housing and Highways, said: “These reforms represent an important step forward for renters.
“We welcome the stronger protections they introduce, which will give more security and stability to residents across Sefton, as well as helping to raise standards across the private rented sector.
“Everyone deserves access to a safe, secure and good-quality home, and these changes will make a real difference to people’s lives.”
The Council is also taking a proactive approach to supporting landlords through the transition, helping them understand their new responsibilities and adapt to the changes.
Sefton Council’s Housing Service has already been working with landlords across the borough, providing guidance and information to help them comply with the new rules and avoid unnecessary penalties.
A dedicated range of advice and support is available to both landlords and tenants, ensuring that everyone understands their rights and responsibilities under the new legislation.
Councillor Hart added: “This is the biggest change to private renting in a generation, and we are committed to making sure it is implemented successfully in Sefton.
“That means not only enforcing the new standards but also working constructively with responsible landlords to support them through the changes and ensure residents benefit as quickly as possible.”
The Council will continue to work with partners, landlords and tenants to ensure the reforms are successfully embedded and help create a fairer, more secure private rented sector in Sefton.
