Waivers: suspensions and dispensations

Sefton Council will, under certain circumstances, suspend the use of a pay and display or limited waiting parking place. These circumstances are:

  • Building/demolition works 
  • Furniture removal 
  • Weddings 
  • Funerals 
  • Goods deliveries that require the vehicle to wait for longer than the parking restrictions allow 
  • Special events

A dispensation is granted to allow vehicles to park on a single or double yellow line during restricted hours for a specific length of time in order to carry out essential works in an adjacent building or site.

The Council will only allow a dispensation when the vehicle is essential for the completion of the work being carried out i.e. is being used to hold hazardous materials, has machinery attached, etc. Dispensations are not issued to allow unloading – tools or materials should be unloaded and the vehicle removed to an alternative parking place. The Council will not grant dispensations in locations where there is a restriction on loading (indicated by transverse yellow kerb markings).


The charge for a dispensation is £10 per 5 metres of carriageway per day. Dispensations will only be allowed upon the receipt of a completed application form, which must be submitted at least three working days before the dispensation is to take place.

Emergency dispensations may be granted to utility companies carrying out essential maintenance works however these must be reported to the parking team on 0151 934 2312 or email parkingcc@sefton.gov.uk.

Payment must be made in advance of the start of the suspension/dispensation or the application may not be granted – payment may be made by cheque and sent to the address stated on the form or by credit/debit card over the phone on 0151 934 2312. 

The charge for the suspension of any parking place is £10 per bay per day (one bay is a 5 metre parking place to accommodate a standard length vehicle). Suspensions will only be granted upon the receipt of a completed application form, which must be submitted at least three working days before the suspension is to take place.

The issue of temporary waivers may be considered to vehicles requiring parking in a Resident’s Privileged Parking (RPP) zone while carrying out work on properties within that area. To enquire about such a waiver please contact the counciil.
