Energy Company Obligation Flexible Eligibility

The Energy Company Obligation (ECO) is a requirement for energy supply companies to deliver energy savings to low income and/or vulnerable households.  Based on their size, they are allocated targets to achieve.  They can opt to achieve up to 25% of their targets via ECO Flexible Mechanism (ECO Flex).  ECO Flex is where local authorities can determine eligible criteria for those outside the Government prescribed criteria (see Question 2 “What is the Help to Heat Group?” under HHCRO for more details https://www.ofgem.gov.uk/environmental-programmes/eco/installers-and-industry/faqs-installers-and-industry or here to check your potential status https://www.simpleenergyadvice.org.uk/pages/energy-company-obligation ).  

Residents who qualify under ECO Flex (see most recent Statement of Intent V2 below) can apply for a declaration and, via Sefton Appointed partner(s) seek a no obligation survey for insulation and/or heating works (depending on what the partners are offering).  Sefton is only able to determine who qualifies not, what you might qualify for or what is suitable for your home.  The declaration does not entitle you to any grant that is at the discretion of the energy companies or offering agents, and each offer is subject to home survey (there could be technical reasons why it is inappropriate to insulate or it could be uneconomical to install any works). 

None Energy Company schemes may use this as a vehicle for eligibility too but not necessarily be offering ECO grants.  If you are applying for these purposes please advise.

Please refer to full document for exact detail but here is an indicative summary. A household qualifies (not individual) if it has a low income and someone has a recognised vulnerability or the home is deemed hard to heat.
