We are currently experiencing a high volume of calls to our Contact Centre and requests to our Council Tax Teams in part due to the cost of living crisis, the £150 Council Tax Energy Rebate, local elections, allocation of school places and the administration of the Homes for Ukraine Scheme . Both teams are currently prioritising supporting the most vulnerable, the processing of the £150 energy rebate to 106,000 eligible households and those in need of help and support from our Emergency Limited Assistance Scheme. As at 16th may, the teams have processed the £150 Energy Rebate to 65,736 households (Council Tax Bands A – D). These payments have been made to households that have paid Council Tax by Direct Debit and where the first instalment was paid between 1st April and 5th May. Direct Debit payers who have paid the first instalment but not received the £150 Energy Rebate should refer to the Questions and Answers on this page. For households in Bands A to D that do not pay by Direct Debit, we have issued a letter with instructions on how to provide your bank details securely. We appreciate that the current response times will be frustrating people trying to contact the Council so we have taken steps to recruit and train additional staff and our staff are working extra hours to help meet the demand. We would encourage people to use online processes wherever possible.

On 3rd February 2022 the Government announced support to help households with rising energy bills including a one-off £150 Energy Rebate payment to Council Tax payers in bands A to D. This rebate is not a loan and does not need to be repaid.

How to check the council tax band for your property

The band for your property is shown on your council tax bill above the charge details – look for the words 'Annual Charges for Council Tax Band'.

If you pay your Council Tax by Direct Debit, there is no need to do anything.

So long as the bank account is in the name of the person on the Council Tax account, payment will be made into the bank account your Direct Debit comes from.

Where the name on the bank account does not match the person named on the Council Tax account, the payment will not automatically be made. We will contact you in due course on how to apply for the rebate.

Letters are currently being sent to all Band A to D households that do not pay their Council Tax by Direct Debit requesting bank account details to be provided so that the £150.00 can be paid directly into their bank account. 

Each letter will include a unique access code that the household must use to register securely for the payment online. The code can only be used once, and the household will need their Council Tax account reference to hand when they go online.

Please do not contact the Council to progress chase as this will only delay how quickly we can get all payments out.

To check the letter is valid, make sure it:

  • is on Sefton Council Headed Paper.

  • includes a Unique Access Key Code containing 14 characters with a mixture of provide numbers, upper-case letters and lower-case letters.

  • provides details of where you can securely enter the details that are required for the payment to be made - sefton.gov.uk/energyrebateletter.

We will be shortly sending reminders out to all households that have not completed the BACS Request letter online.  Do not lose the reminder letter as that will give you a further opportunity to submit the bank details that are required then.

If for any reason you don’t provide your bank details by 30th June 2022, and you are entitled to the Energy Rebate payment, the £150.00 will be credited to your Council Tax account

If you have been paying your Council Tax by Direct Debit since before 1st April 2022, there is no need to do anything.

If you pay by Direct Debit but do not receive your £150 payment automatically, there could be many reasons for this, however it is very likely that our anti-fraud verification software has identified a mismatch between the name on the Council Tax account and the name on the Direct Debit mandate.

Where the name on the nominated bank account has not matched the name on the Council Tax account, we have issued a letter for you to confirm your bank details securely. If you have received a letter, you must complete the online form.

If you are a Direct Debit payer, the £150 payment will be paid into your bank account soon after your April instalment has been paid and cleared by your bank.

The Energy Rebate is not a Council Tax payment so you must pay your instalments as shown on your bill.

If you are a Direct Debit payer your payments will be collected automatically, the £150 payment will be paid into your bank account soon after your first instalment has been paid and cleared by your bank.

There could be many reasons for this, however it is very likely that our anti-fraud verification software has identified a mismatch between the name on the Council Tax account and the name on the Direct Debit mandate.

In those cases we have issued a letter providing details to enable you to claim the payment. If you have received a letter, you must follow the instructions and complete the online form to receive your payment.

The Government has required us to process security checks on new bank details provided.

Part of that process is to request a payment through the banks clearing system (BACS) which validates the bank details provided. When your first payment has cleared, we will process your £150 Energy Rebate payment.

Direct Debit payers who have had their fist payment collected up to 5th May have had their £150 Energy Rebate paid directly into their bank accounts.

We also have to run further security checks to match the bank details provided to the name on the Council Tax account.

If the details do not match, we will write to you requesting you to resubmit your bank details via o secure online link. If you receive a letter, you must complete the online form.

Yes, the bank account details provided do not need to match the name of the Council Tax payer.

As long as the person whose name is on the letter has all the required information to complete the online form, then payments will be made to the nominated bank account, once the additional anti-fraud verification checks have been made.

If you were a council tax payer elsewhere on the 1st April 2022 then you should qualify for the £150 at the property you were occupying on the 1st April 2022 (if in bands A-D).

If you were not a council tax payer on the 1st April 2022 then you may be eligible in your new property under the discretionary scheme

Yes. If all eligibility criteria is met, you’ll receive the £150 for where you were occupying on the 1st April 2022.

If your landlord is also resident at the property, they will receive the payment.

Yes, It is not a council tax payment. The £150 is an energy rebate from the government, to help people with their rising energy costs. Every resident in property bands A to D are entitled to the £150 energy rebate, even if they are also in receipt of Council Tax Reduction.

Properties with exemptions in classes N, S, U or W are still entitled to the £150 (but only one payment per household, not per individual).

We have issued letters to the person named on the Council Bill with instructions on how to provide your bank details securely so that we can issue you with your payment.

If the council tax is paid by direct debit, the £150 will be paid into the bank account that pays the council tax. If you do not pay by direct debit, we have issued a letter to allow to you to nominate a bank account that you want the £150 Energy Rebate Payment paying to. You can provide the details via a secure online portal.

You can only nominate one bank account. Payments cannot be split between tenants.
