Report an incident

  • If you experience anti-social behaviour call Merseyside Police on 101 or the Police Facebook and Twitter  accounts.
  • Alternatively you can contact Sefton Council on 0345 140 0845 or use the Anti-Social Behaviour online report form 
  • If you live in a housing association property you can report an incident to your local housing office. 
  • In an emergency, always dial 999.

What is anti-social behaviour?

Anti-social behaviour is any action that causes distress or affects another person's quality of life. It can take many forms and be caused by adults as well as young people.

Common forms of ASB are vandalism or graffiti, noisy neighbours,drunk or rowdy behaviour, people hanging around causing annoyance.

What is a Community Trigger?

The threshold for the Community Trigger in Sefton is:

  • If you (as an individual) have complained to Sefton Council, Merseyside Police and/or a Registered Housing Provider (social landlord) 3 times or more about separate incidents in the last 6 months
  • If 5 individuals in the local community have complained separately to Sefton Council, Merseyside Police and/or a Registered Housing Provider (social landlord) in the last 6 months about similar incidents of anti-social behaviour.
  • If you (as an individual) have complained to Sefton Council, Merseyside Police and/or a Registered Housing Provider (social landlord) once about an incident or crime motivated by hate (hate incident/crime) in the last 6 months.

The trigger is an opportunity to review the investigation of your case and ensure that agencies have provided an appropriate response to the anti-social behaviour problem.

The trigger is NOT a complaints process. If you are unhappy with a service you have received please consider making a complaint by contacting the organisation to whom you made the initial contact.

How do I make a Community Trigger report?

The Community Trigger is started when a member of the public directly or via a representative contacts the Sefton Safer Communities Partnership and indicates that they wish to use the Community Trigger review process. To do this you can

  • Complete an online community trigger form
  • Send an email to:
  • Call us on: 0345 140 0845 (outside office hours an answer phone will be in operation)
  • Write to us at: Anti-Social Behaviour Unit, Sefton Council, Magdalen House, Bootle L20 3NJ

Details will need to be provided of each complaint that has been made, who the complaint was made to (name, organisation and/or incident reference number) and information about the anti-social behaviour.

Public Spaces Protection Order

PSPO’s are designed to stop individuals or groups committing anti-social behaviour in a public space. They are intended to deal with a particular nuisance or problem in a particular area that is detrimental to the local communities qualify of life, by imposing conditions on the use of that area.  These can be blanket restrictions or requirements or can be targeted against certain behaviours by certain groups at certain times. In Sefton’s case we are targeting organised crime groups.

A PSPO can be made by the council if they are satisfied on reasonable grounds that the activities carried out or likely to be carried out, in a public space:

  • have had, or are likely to have, a detrimental effect on the quality of life of those in the locality;
  • is, or is likely to be, persistent or continuing in nature;
  • is, or is likely to be, unreasonable; and
  • justifies the restrictions imposed.
