Local Plan Examination

Sefton Council submitted the Sefton Local Plan to the Secretary of State for independent examination on 3rd August 2015.

Mr Martin Pike BA MA MRTPI has been appointed by the Planning Inspectorate to examine the plan as to its soundness according to paragraph 182 of the National Planning Policy Framework where the plan should be:

  • positively prepared - the plan should be prepared based on a strategy which seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development
  • justified - the plan should be the most appropriate strategy, when considered against the reasonable alternatives, based on proportionate evidence
  • effective - the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities, and
  • consistent with national policy - the plan should enable the delivery of sustainable development in accordance with the policies in the framework.

The examination process will be administered by the Programme Officer, Carmel Edwards. Ms Edwards is independent from the Council and works directly to the Inspector. All correspondence or queries relating to the examination should be directed to her.

Pre-Hearing Meeting

A Pre-Hearing took place on 24 September 2015 in Bootle Town Hall. The meeting provided a procedural insight into the Examination hearings and was well attended by developers, campaign groups and local residents. The Planning Inspector announced that the Examination hearings are likely to take place for four to five weeks from 17th November 2015.

1 October – Mr Pike has now issued his Note of the Pre-Hearing Meeting along with Guidance Notes for participants. The inspector, Mr Pike, has also  issued his Matters, Issues and Questions for the examination.
