Public Space Protection Orders - Bootle and Southport town centres

Sefton Council’s Licensing and Regulatory Committee has approved Public Space Protection Orders (PSPOs) to help tackle anti-social behaviour in Bootle and Southport town centres. 

Safer, more welcoming, and enjoyable

The PSPOs come into force from Sunday 1st February, 2026 The aim of introducing them is to make public spaces Bootle and Southport safer, more welcoming, and enjoyable for everyone. 

Street drinking, the use or possession of illegal drugs and abusive or threatening behaviour, are prohibited by the PSPOs, which can result in offenders receiving a Fixed Penalty Notice or being prosecuted.  Aggressive begging, littering, spitting, and public urination are also covered.

Strong support

A 28-day consultation, which took place in November and December 2025, on the introduction of these PSPOs showed that people strongly support the measures.  

Over 80% backed bans on drinking alcohol in public spaces and the need to tackle public drug use. Almost 90% supported rules to prevent urination, defecation and spitting in public. And 88% agreed that people should have provide their details when asked by officers dealing with PSPO matters.

Enforcement   

Enforcement will be carried out by Merseyside Police, Police Community Support Officers and trained Sefton Council officers. Clear signage will mark the PSPO boundaries. 

The Order will be in place for three years, to 31st January 2029, with regular partnership reviews to ensure they remain effective.
