From Wednesday 20/08/25, households in Derby ward only, who are currently using weekly black sack collections will move to alternate weekly wheeled bin collections.
This update will bring your service in line with the majority of the Borough and aims to:
- Encourage more recycling
- Reduce litter and fly-tipping
- Prevent pests such as rats and seagulls from disturbing waste
- Improve the appearance and cleanliness of your area
What residents in Derby ward have received:
- One grey bin for general waste
- One brown bin for recyclable materials

- The collection day will remain the same, every Wednesday.
- Your waste will be collected via an alternate weekly collection schedule.
- Please ensure your bin is placed at the front of your property by 6:30am on the morning of collection.

Feedback received through the successful ‘Why Fly Tip?’ campaign during 2024, highlighted a demand from residents for waste containment. These changes are also being implemented to ensure that a standardised collection service is in place Boroughwide and to meet government legislation which requires an increase in recycling rates nationally.
Sufficient waste containment through wheeled bins will help to keep your neighbourhood clean and tidy, reduce the number of unwanted pests and promote better public health in the local area. Sefton Council are committed to reducing waste and increasing recycling rates across the Borough. The Derby ward was the largest area included in the #WFT? Campaign where the positive feedback regarding waste containment was received; therefore, this was selected as the first location to transition from sacks to wheelie bins. Following the completion of the roll out in Derby ward, other areas within the Borough will follow.
Most of the Borough already uses a bin collection service rather than sack collections, and this change helps ensure the whole Borough benefits from a more efficient, safe, and consistent service. Across the country, wheeled bins are the standard for waste collection, as they provide the most practical, secure, and effective way to manage household waste.
Recovery of recyclable materials including jars, cans, plastic, cardboard and paper will help to reduce the amount of waste being sent to ‘energy from waste’ incinerators. Whilst recycling is a crucial aspect of the Liverpool City Region Zero Waste Strategy, it is also important to minimise the production of waste.
Requirement to recycle
In Sefton, like the whole of England, households are required to separate their recyclable materials into designated bins for collection. Brown bins are for dry recyclables such as cans, cardboard, paper, glass, and plastic bottles, while green bins are for garden waste.
The Simpler Recycling policy is a national initiative requiring all councils and waste collectors to recycle the same materials. It is therefore essential that Sefton aligns its services with this policy, by ensuring residents have the right bins to recycle. Moving to bins rather than sacks ensures this is the case and residents can recycle in the most effective way possible.
Household waste is taken to one of Merseyside Waste & Recycling Authority’s Transfer Stations or Materials Recovery Facilities. Target recycling materials from brown bins are recovered through a sorting process and distributed to various reprocessing companies. Most recycling products remain in the UK, to be reprocessed as quality products. Household waste from grey bins, is transported by rail to be incinerated at an energy from waste facility.
You are already producing household waste, but it is going into plastic sacks. Separating your waste should take no additional time, and containing waste within two wheeled bins will help to keep your neighbourhood clean and tidy and prevent vermin and pests from accessing a food source.
No, these new wheeled bins will be provided free of charge. However, if you require an additional bin in the future, you may be charged in line with the Sefton Council Household Waste Collection Policy.
Even if you don’t produce much waste, everyone will produce some waste that can be recycled, and this will also help to ensure space in your grey bin is kept for non-recyclable waste. Only recyclable waste should be disposed of in your brown bin. Non-recyclable waste should be disposed of in your grey bin. However, it is important to note that not everything can go in your household bin, items such as building materials, furniture and lithium batteries from small electrical products such as vapes need to be disposed of separately. In line with the Sefton Council Household Waste Collections Policy, household bins should be placed at the kerbside by 6:30am on the designated collection day. Following this, bins should be removed from the public highway and returned to your property by midnight on the day of collection.
We understand that some residents may have concerns about where to store their new wheeled bins. In most cases, there will be enough space at the front of the property for storage. Where this isn’t possible, many properties also have access to a rear alleyway or yard that can be used to store bins.
We recognise that some alleyways may have previously been affected by dumped waste or fly-tipping, making storage more difficult. Since March, the Council has prioritised cleaning alleyways and ensuring they stay clear as well as stepping up enforcement, including prosecuting those who illegally dump waste.

As mentioned, Sefton Council along with our neighbouring authorities across the LCR have endorsed the Liverpool City Region Zero Waste Strategy. This means that as a Council, our recycling and refuse collection service will be aligned with the principles within the strategy.
Moving to a standardised alternate weekly collection model by wheelie bin provides adequate opportunity for residents to recycle and demonstrates our commitment to waste containment.
Side waste and overfull bins will not be collected, in line with Sefton Council’s Household Waste and Recycling Policy. If you cannot fit all your waste into your wheeled bin, please dispose of this at a Household Waste Recycling Centre. Find your nearest centre at Local Tips & Recycling Centres.
There are multiple options for disposing of items that cannot go in your wheeled bin including:

- Household waste recycling centres are located across the Borough to help residents dispose of their waste properly. Check for details regarding the location of your nearest recycling centre and what can be accepted at Local Tips & Recycling Centres.
Residents should not fly-tip waste, as this is illegal and attracts unwanted pests including rats, flies and seagulls. Residents are encouraged to report any incidents of fly-tipping and those responsible may be subject to a fixed penalty notice of £400 under section 33 of the Environmental Protection Act 1990.
