6 week public consultation
on the Sefton SHLAA is planned to commence in
July 2009. Consultation on the SHLAA in Knowsley and
West Lancs has already begun.
Knowsley, Sefton, and West Lancashire Councils are carrying
out a joint Housing Land Availability Assessment (SHLAA). The
SHLAA will identify land and premises suitable for
housing uses and assess how much development each site can
accommodate and when they are likely to be delivered. It will
inform new planning policy in each Council’s Local Development
Framework, which will guide future development in each Council
area. The SHLAA will follow government guidance, which can be
viewed below:
Progress so far
The Councils jointly undertook a "Call for Sites" exercise to
inform the SHLAA and ELPS between 25 October and 13 December
2007. During this exercise we asked you to tell us about any
sites or premises you considered could be suitable for development,
or redevelopment, in the period up to 2021 or beyond.
Submissions to the ‘Call for Sites’ were also re-opened
between 27th May and 18th July to allow individuals and
organisations who missed the original deadline to have their sites
considered. This represented a final chance to submit a site and
the studies are now closed to new submissions.
We have taken note of all the sites suggested, with sites for
housing and /or employment uses given detailed consideration as
part of either the SHLAA or ELPS. Sites suggested for other uses
will be considered at a later date as part of the LDF
process.
We have assessed all the sites received in the Call for Sites
exercises, along with potential sites that we have identified
separately, to work out how suitable each site would be for
development. We have taken into account factors such as access to
sites, whether infrastructure and services are available locally,
how close the sites are to facilities, and relevant planning
policies, including impact on the Green Belt. We must stress that
submitting a site as part of the Call For Sites does not ensure
that a Council will allocate it or support its development in the
future.
Consultants have independently checked our assessments,
undertaken a review of all sites identified, and are preparing
draft findings for consultation. For the joint SHLAA they are
planning consultants White Young Green.
What happens next?
Due to complications with Sefton’s part of the Study, the
consultation for the joint SHLAA had to be split
into two parts. Knowsley and West Lancashire Councils have already
started consultation on their parts of the study. Sefton’ s
part of the Study will be consulted on in July. Once the
consultation has closed the Study consultants will take around 6
weeks to assess all of the comments and revise the Study
accordingly, with a final Report published in autumn 2009.
