Joint Strategic Housing Land Availability Assessment

The SHLAA has been undertaken to assess how much land could potentially be availble for housing over the coming years, and where this could be located. All Councils are required to carry out a SHLAA. The study will provide reliable information on which to base our future planning and housing policies.

 

Sefton have commissioned the SHLAA jointly with Knowsley and West Lancashire Councils. The Study has been undertaken by independent consultants WYG, who have produced the study on the Councils' behalf.

The scoring system used by the consultants under the headings ‘suitability’, ‘availability’ and ‘achievability’ is provided below. Please remember that the site's score is not the "be all and end all" - the planning policies that apply to each site remain the most important consideration.

The consultants have assessed every site 0.1 hectares in size and above. For smaller sites the consultants have taken a 10% random sample and so not every site’s details are available.

 

How have sites been identified?

Sites have been identified through a variety of sources. The majority of sites in Sefton were identifed from the following sources:

 

  • Sites identified in our 2003 housing land study
  • Sites owned by the Council
  • Sites identified by Officers at Sefton MBC
  • Sites submitted to our ‘Call for Sites’ process (see below)

 

The three Councils jointly undertook a "Call for Sites" exercise to inform the SHLAA between 25th October and 13th December 2007. Submissions to the ‘Call for Sites’ were also re-opened between 27th May and 18th July 2008. During this exercise we asked the public and stakeholders to tell us about any sites or premises that could be suitable for development, or redevelopment, in the period up to 2021 or beyond.

 

We have taken note of all the sites suggested, with sites for housing and /or employment uses given detailed consideration as part of either the SHLAA or Employment Land & Premises Study (which was subject to a separate consultation during May-June 2009). Sites suggested for other uses will be considered at a later date as part of the LDF process.

 

Public Consultation

Sefton carried out a public consultation on the draft study findings for 6 weeks between 20th August – 1st October 2009. This followed earlier public consultations held by Knowsley and West Lancashire Councils during June-July 2009. A summary of Consultation responses, and how these were taken into account in the final report is contained at appendix 3 of the report.
