Special education needs

 

Assessment and Monitoring Service (SEN)

The Service:

  • Promotes the inclusion of pupils who have special educational needs and helps to develop a shared understanding in schools and partnerships about the meaning of inclusion.
  • Administers the Department's duty as an Education Authority to identify and make a statutory assessment of those children who have special educational needs and who probably need a Statement of Special Educational Needs.
  • Arranges appropriate school placements and appropriate provision for children with Statements of SEN.
  • Contributes to school effectiveness by monitoring the effectiveness of the provision made for pupils who have Statements and those at School Action Plus of the assessment process.

 

The service is delivered by the following areas of activity:

  • Deciding whether a statutory assessment of a pupil's SEN should be carried out.
  • Administering the statutory assessment process.
  • Preparing statement of SEN.
  • Managing the Annual Review of Statements of SEN.
  • Arranging placements and provision for pupils who have Statements of SEN.
  • Preparing cases for the SEN and Disability Tribunal and representing the Department at the tribunal hearings.
  • Providing advice on procedures to schools and parents.
  • Developing closer links with parents and assisting them through the assessment process.
  • Maintaining accurate records and data.
  • Compiling statistical information.
  • Authorising payment of school fee invoices and managing inter authority recoupment claims.
  • Contributes to school improvement by monitoring the progress of low attaining pupils and providing information to the School Standards and Effectiveness Team, of the Schools Advisory Service.
  • Moderating schools' decisions to place pupils at School Action Plus.
